यूजीसी ने विश्वविद्यालयों को कई सुझाव दिए हैं। विश्वविद्यालय अनुदान आयोग का कहना है कि विश्वविद्यालयों को परीक्षाओं का समय तीन घंटे की जगह दो घंटे करना चाहिए।
